In an automobile fuse box, I have extra unused fuse slots, which are also missing the metal connectors to hold the fuse. I'd use a thin, metal probe inserted from the top (fuse) side to depress that tab so as to release the terminal from the bottom of the fuse block. Those bolts hold the BEC connectors to the bottom of the fuse block, the bottom of the fuse block un clips just like the top cover. Push down on those bolts once they are loose and it will push the BEC connectors out of the block.
