Best advice on these is to work by functional blocks. Your blocks are g-code/interpreter, machine controller, driver/wiring, motor. What happens if you swap a functioning driver/motor (X or Y) to the A axis control ribbon connector? If yes, the new driver/motor/wiring is wrong. If not, look at g-code, machine setup, stuff like that. And so on.
